Yes, now I realize that Reboot was only added in newer gnome-panel
versions:

Unfortunately it will be impossible to backport that patch into Jessie
because it does not fix an RC bug (and because it adds new translatable
strings).

I hope I will be able to provide newer gnome-panel in backports, though.
