The release team does not require pre-approval for targeted RC bug
fixes via unstable, only for exceptions to the freeze policy and
uploads via t-p-u. So if you're happy with the patch, I would say
just upload it, and ask for the unblock or have someone else do it.

The worst case for a targeted patch like this is that either it
causes a worse regression and the GNOME team has to make another upload
reverting it, or the release team objects to it for some reason, *and*
you want to fix a different bug (bug #xyz, say) via unstable, in which
case the uploader of the fix for #xyz has to revert this patch and
reopen this bug.

(Compare with uploading a new upstream version, adding ABI, etc. where
reverting the change after you have made it is more awkward - so those
changes should be avoided during the freeze, unless we're very confident
about the change and the release team has already said yes.)
