Bug#780211: gnome-control-center: "Allow user to set a password when they next login" only works from console

Dear Maintainer,

New users that have been created grom Gnome control center with the "Allow user
to set a password when they next login" option set can't login via GDM. I am
using Debian Jessie (upgraded from Wheezy).

   * I wanted to create new users and let them choose their password at next
login
   * I went to the system settings, choose "Users" > Unlock > [+], and created
the user while choosing  "Allow user to set a password when they next login"m
then logged out. The new user tried to login but couldn't, there would just be
an error indicating it didn't work.
   * I expected the new user to be prompted to set their password

Workaround:
   * Press Ctrl-Alt-F1 to access a console
   * Input the new user name followed by [Enter]
   * A message will prompt to setup a new password with the mention "root
enforced"
   * Once done, logout, press Ctrl-Alt-F7 to go back to GDM
   * Login with the new password specified above
