Sorry for reviving an old bug but I have exactly the same issue on
gnome-shell 3.14.4 with gnome-control-center 3.14.2
Nothing visible under bluetooth control panel except text ("Devices",
"visible as foobar") and the switch button.
However, the blutooth daemon is indeed running:
# systemctl status bluetooth.service
bluetooth.service - Bluetooth service
Loaded: loaded (/lib/systemd/system/bluetooth.service; enabled)
Active: active (running) since ven. 2015-10-16 22:48:59 CEST; 12h ago
Docs: man:bluetoothd(8)
Main PID: 2901 (bluetoothd)
Status: "Running"
CGroup: /system.slice/bluetooth.service
└─2901 /usr/lib/bluetooth/bluetoothd
oct. 16 22:48:59 debian bluetoothd[2901]: Bluetooth daemon 5.23
oct. 16 22:48:59 debian bluetoothd[2901]: Starting SDP server
oct. 16 22:48:59 debian bluetoothd[2901]: Bluetooth management interface
1.6 initialized
