Bug#803215: gjs: Have libgjs-dev depend on gjs (binaries)

Dear Maintainer,

Nearly all the GNOME apps that build against gjs, require the gjs binaries to be installed at
build time, to pick up the path to substitute into various wrapper scripts (probably the only
exception to this is gnome-shell)

Right now this dependency is individually declared in each of the GNOME apps, but seems it would 
be cleaner to declare it from libgjs-net, and it will stop the breakage that tends to happen to a 
few apps each cycle (gnome-documents being the latest victim)
