The requirement to have the dbgsym packages listed in debian/control is
news to me. I thought the point was that dbgsym packages are
autogenerated and need no further preparation by the maintainer.
Quoting the FAQ you mentioned:

"There is currently one exception: automatic debug packages are not
listed in debian/control file, but are accepted. "

So I have to say I'm surprised to see the package rejected on those
grounds.
