This appears to be triggered by client-side decorations, which are
always-on in Wayland, but can also be enabled on X11 via

GTK_CSD=1 GDK_BACKEND=x11 /usr/lib/gnome-terminal/gnome-terminal-server &
GTK_CSD=1 GDK_BACKEND=x11 gnome-terminal
