Thanks, that points us to the real bug here.

According to the packaging metadata, that symbol was new in vte 0.44:

 vte_terminal_set_color_cursor_foreground at Base 0.44.0

and you correctly have vte 0.44 installed:

ii  libvte-2.91-0                                0.44.0-1

If you run "ldd /usr/lib/gnome-terminal/gnome-terminal-server" in the
same terminal, what do you get?

Do you perhaps have an older version of vte somewhere like /usr/local/lib?
