I can not reproduce the bug:
[michael at pluto ~]$ apt-cache policy cracklib-runtime
cracklib-runtime:
Installed: (none)
Candidate: 2.9.2-1+b2
Version table:
2.9.2-1+b2 500
500 http://ftp.de.debian.org/debian sid/main amd64 Packages
100 /var/lib/dpkg/status
[michael at pluto ~]$ pwmake 56
s0nujYjMyJEp
Can you reproduce the issue?
Anyway, not a grave bug as the package is still functional. So downgrading
