I just took a closer look.  AFAICT, the top-level configure(.ac) handles
this situation fine, but the one under cogl doesn't call PKG_CHECK_EXISTS
for wayland-server:

    https://git.gnome.org/browse/mutter/tree/cogl/configure.ac#n689

The simplest workaround would be to supply --disable-wayland-egl-server
on non-Wayland (i.e., non-Linux) architectures.
