I don't have a solution but I have been experiencing this problem from
time to time.  If I understood correctly, this instance of gnome-shell
(user Debian-+) is associated with the operation of gdm3, i.e. it's
"gnome-shell --mode=gdm".  The gnome-shell you work directly with is
run under your own username, cf. ps aux | grep gnome-shell.

I'm finding that a reboot resets Debian-+ gnome-shell back to normal
cpu usage.

I wonder if the CPU overload comes either from a bad state after a few
suspend/resume cycles, or if it happens due to library inconsistencies
after upgrading gnome or xorg packages without rebooting.
