Bug#815244: gnome-control-center: Doesn't work properly with spaces in the values of XKB{LAYOUT, VARIANT, OPTIONS} in /etc/default/keyboard

gnome-control-center doesn't work properly when the values of
XKBLAYOUT, XKBVARIANT or XKBOPTIONS contain spaces.  Steps to
reproduce:

1. $ sed 's|^ *XKBLAYOUT=.*|XKBLAYOUT="us, fr"|' /etc/default/keyboard >/tmp/keyboard.tmp
2. $ sudo mv /tmp/keyboard.tmp /etc/default/keyboard
3. $ grep XKBLAYOUT /etc/default/keyboard
--> XKBLAYOUT="us, fr"
4. $ gnome-control-center
5. Go to "Region & Language"
6. Go to "Login Screen"
7. In the "Input Sources" section add Chinese keyboard layout
8. $ grep XKBLAYOUT /etc/default/keyboard
--> XKBLAYOUT="us,cn"

That is, the French layout is removed.

Let me add that systemd seems to work correctly with spaces in the
values of the variables.  For example if /etc/default/keyboard
contains an assignment

SOMEOPTION='option with spaces'

then after gnome-control-center modifies the file, we will obtain

SOMEOPTION="option with spaces"
