Sorry, there are two bugs here.

#825100, #821352 are about the ability to configure edge-scrolling, which was
removed in GNOME 3.20.

#822081, #822372 are about the inability to configure the touchpad when
synaptics is used.

I believe your problem is the latter, and you just need to uninstall
xserver-xorg-input-synaptics and restart your session to get (most) settings back.
