Hello!
The libgdk-pixbuf2.0-dev has no Multi-Arch field because neither
'same' nor 'foreign' seems to be suitable (for the current situation).
As the bug submitter already mention you want the 'same' arch of
the -dev as the library package itself to get the relevant .so
symlinks, but it is not possible to mark the package Multi-Arch: same
as there are conflicting files, eg. /usr/bin/gdk-pixbuf-csource et.al.

To multi-archify the -dev package a new package split would be needed.
