Well, there are other shell extensions packaged separately:

gnome-shell-extension-autohidetopbar - GNOME shell automatic topbar hider
gnome-shell-extension-redshift - redshift extension for GNOME Shell
gnome-shell-extension-suspend-button - Gnome-shell extension to modify the suspend/shutdown buttons
gnome-shell-extension-weather - weather extension for GNOME Shell
gnome-shell-extensions - Extensions to extend functionality of GNOME Shell
gnome-shell-extensions-gpaste - GPaste extension for GNOME Shell

So my guess is it wouldn’t need to go into gnome-shell-extensions, which looks like it is meant for the ‘official' GNOME shell extensions anyway.

IMHO it would be cleaner to make it a separate package as they apparently both provide similar functionality in parallel. Since the extension has a menu item to run Onion Circuits if it is present on the target system [1] it might also make sense to have the gnome-shell-extension-torstatus package Recommend: or Suggest: the onioncircuits package?

P.S. I see there seems to be no license information in the upstream repo at the moment, which is probably problematic for inclusion into Debian.
