Bug#818294: balsa: Please replace build dependency on libwebkit-dev with libwebkitgtk-dev

The libwebkit-dev package has been marked as transitional for a few
years now, and I would like to get rid of it soon.

Please replace the build dependency with libwebkitgtk-dev.
