Bug#819682: libpwquality-tools: package should depend on cracklib-runtime

Justification: renders package unusable

Dear Maintainer,

1. install libpwquality-tools, cracklib-runtime was not pulled in
2. after installation finish, run the command pwmake
3. got the following output

sharuzzaman at debian:~$ pwmake 56
/var/cache/cracklib/cracklib_dict.pwd: No such file or directory
/var/cache/cracklib/cracklib_dict.pwd: No such file or directory
/var/cache/cracklib/cracklib_dict.pwd: No such file or directory
Error: Password generation failed - required entropy too low for settings

4. install cracklib-runtime
5. run the command pwmake again

3j1EjfaR4toN

Conclusion: cracklib-runtime should a dependency to libpwquality-tools
