I think there are multiple issues here.

For the gdm part, the IncludeAll/Include/Exclude options are gone (the 
code is absent in 3.14).
So IMHO the only bug in gdm3 package here is the fact that a comment in 
gdm.conf is wrong, this has been fixed in 3.19.92-1.

For the accountsservice part, the patch that was hiding users bellow 
UID_MIN is not applied since 0.6.37-1 (the patch was not applying 
cleanly with this newer version and was never ported). I'm reassigning 
this to accountsservice.
