At first I thought the build-dependency is optional and the bluetooth applet
will not be built when it is not available.

However, it looks like I misread the configure.ac code, the dependency is
actually hard, so we have no other choice as removing the old binaries.

(I will revert the wrong change made in 3.20.0-2 in the next upload.)
