Bug#824505: Setting gtk-enable-animations=false doesn't disable overscroll effect

Package: libgtk-3-0
Version: 3.20.4-1
Severity: normal
I noticed that GTK3 does not respect the gtk-enable-animations=false property
completely.
The overscroll effect is still visible at least in the GtkScrolledWindow widget
when scrolling events are being used.
Pretty please, respect this setting.
Thanks
