Can you still reproduce this bug?

The gdk-pixbuf main package seems to ship gdk-pixbuf-query-loaders 
binary now:
libgdk-pixbuf2.0-0:amd64: 
/usr/lib/x86_64-linux-gnu/gdk-pixbuf-2.0/gdk-pixbuf-query-loaders
