Thanks for reporting.
The error looks suspiciously identical to the error I just fixed, and I
have so far¹ been unable to reproduce it: Can you please triple-check
that build environment of the failure has cdbs 0.4.137 installed?

¹ using a crude slimmed down rules file to avoid compilation on my slow
hardware.
