Dear Maintainer,

It seems that the circular dependency (#747392) is also an issue for
source-only uploads of new upstream releases.

gtk+3.0 (3.20.5-1) cannot be built on the all architecture:

 Dependency installability problem for gtk+3.0 on all:

The missing arch:all packages are preventing installation of libgtk-3-0
amongst others, which in turn prevents the installation of the
openjdk-8-jdk dependency chain.

This is preventing the vtk6 build on mipsel as part of the gdal
transition (#823335).

A source-full upload of gtk+3.0 should resolve this issue by including
the arch:all packages.
