Bug#825135: regression: failures with multiple flavours when skipping the test suite

Hi Jonas,

looks like there is another regression in recent cdbs.

This time it concerns packages building multiple flavours.
src:gtk+3.0 is such a case. In the most recent upload I disabled the
test-suite (by commenting out DEB_MAKE_CHECK_TARGET=).

This works fine with cdbs 0.4.310 (build-cdbs-0.4.130.log.xz),
but fails with 0.4.137 (build-cdbs-0.4.130.log.xz), as can also be seen
at https://buildd.debian.org/status/package.php?p=gtk%2B3.0

The build files because cdbs tries to create a stamp file in a directory
which doesn't exist:
