I suspect this gtk+3 bug:

libgtk-3-0_3.21.6-1_amd64.deb works for me. ATM I set it to hold and 
added some more downgrades to make apt happy:
gnome-control-center_3.21.92-2_amd64.deb
gnome-control-center-data_3.21.92-2_all.deb
libgail-3-0_3.21.6-1_amd64.deb
libgtk-3-bin_3.21.6-1_amd64.deb
libgtkmm-3.0-1v5_3.21.6-1_amd64.deb

Here also HiDPI. I leave the scaling settings at default values since 
months. This way, scaling is the same with 3.21.6 and 3.22.
