Interestingly if I rebuild the debian package and run it from the build
directory it works.

ie in the result of running apt-get source evince

this command works

./debian/tmp/usr/bin/evince ~/dl/ENCODE\ Consortium\ Meeting_\
Encyclopedia\ 2016.pdf 

and this one doesn't

evince ~/dl/ENCODE\ Consortium\ Meeting_\ Encyclopedia\ 2016.pdf
