I guess you still use mutter 3.20.* but you already have gnome-desktop3
3.21.*
I think this one is related to

Maybe we need a versioned Breaks in mutter to enforce a lock-step upgrade.

Let's see if your problem still persists once mutter/libmutter has been
updated.
