Without changing anything in the system, I noticed the problem stopped
later in the afternoon.

Then I notice something else: the problem only occurs when a
particular USB device is connected.  The device is an Android phone,
it is in MTP mode and also has debugging (for adb) enabled.  When the
device is connected to USB, unlocking is slow.
