Bug#870462: gdm3: Can't login with gdm3 - "VT_ACTIVATE failed: Operation not permitted"

The latest update (gdm3 3.24.2.3) still presents the same issue, although
the failure mode is more graceful - now GDM doesn't hang the entire system
for more than a minute. Instead, after a single failed attempt I am
prompted with the greeter again, but with no indication that something went
wrong (except for not being logged in).
The log file inside /var/lib/gdm/.local/xorg ends in the lines:
[ 128.179] (WW) xf86CloseConsole: KDSETMODE failed: Operation not
permitted
[ 128.179] (WW) xf86CloseConsole: VT_SETMODE failed: Operation not
permitted
[ 128.179] (WW) xf86CloseConsole: VT_ACTIVATE failed: Operation not
permitted
[ 128.225] (EE) Server terminated with error (1). Closing log file.
