Please remove gnome-icon-theme-symbolic (source and binary) from
Debian testing and unstable.

Those icons generally have been moved into adwaita-icon-theme and
upstream no longer maintains gnome-icon-theme-symbolic.

Before the release of Debian 9 "Stretch", adwaita-icon-theme was set
to Provides: gnome-icon-theme-symbolic to help with upgrades and gtk3
depends on adwaita-icon-theme (since Adwaita is the default icon theme
for gtk3).
