Bug#855528: gnome-power-manager: There is no full charged battery notification

Dear Maintainer,

When I charge the battery of my laptop, when it reaches 100% there is no
notification about this situation. Although the icon changes a little, this is
not clear visible. The behavior should be the same when the battery is in
critical low level to take action.
