Bug#722279: [devhelp] RE: devhelp: Error accessing gtkmm-3.0 reference manual

I've had a very similar problem for a year or more now - seems that all
the C++ manuals I've got so far (glibmm, gtkmm 2 and 3, libsigc++) and
Python 2.7 fail to load with the 'Error opening the requested link'
infobar message (see attached).

I'm trying to debug it currently, from Devhelper's perspective the
failure is caused by window_web_view_load_failed_cb called with
web_error
WEBKIT_POLICY_ERROR_FRAME_LOAD_INTERRUPTED_BY_POLICY_CHANGE/102 - some
searching suggests this is a bad security policy for the URL its trying
to load (file:///usr/share/doc/glibmm-2.4/reference/html/index.html),
but it copes quite fine with other manuals that are presumably 'the
same'. Chromium itself is fine with that URL.

Testing in a VM is fine, which suggests there is some configuration
screwup on this machine.
