Your guess is correct, it is the same bug:

I have a confirmed workaround (telling the linker to revert to how it
worked before a recent behaviour change) which I'm preparing now. I'm
sure there's a proper solution involving linking with more -rpath, but
I haven't been able to get that approach to work yet.

Raising the severity back to RC in the hope that it will stop some
apt-listbugs users from upgrading to the broken version - I assume
the downgrade to important was unintended.
