I can't reproduce this from your instructions, but it sounds a lot like
an issue that appeared and was fixed during stretch development, in which
the implementation of character-cell-based window resizing made an
incorrect calculation of the amount of "chrome" around the actual terminal
part of the window.

Which desktop environment are you using? If GNOME, are you using the
GNOME-on-Wayland session or the default GNOME-on-X11?

Are you using a non-default Gtk theme (something that is not the standard
GNOME 3 Adwaita theme)?

Do you have the menu bar enabled and visible?

Do you have the scrollbar enabled and visible?

Are you using any special configuration or LD_PRELOAD modules for Gtk,
such as the gtk3-nocsd package?
