Bug#883019: meta-gnome3: Hold in unstable until gtk+2.0 migrates to testing

Hi, this is just a placeholder bug for a relatively minor issue, but
why cause regressions if we don't have to?

meta-gnome3 1:3.22+6 drops some dependencies because gtk+2.0 2.24.31-3
recommends them instead. This is one part of a larger effort to reduce
the number of core packages depending on gtk2. See
https://launchpad.net/bugs/1585903 for a bit more details about that
goal.

The problem is that the gtk+2.0 update won't migrate to testing until
glib2.0 does, but glib2.0 is stuck because of an arm64 builder issue:
https://bugs.debian.org/880883

Therefore, I'm filing this bug since we don't want the meta-gnome3
update to land in testing before the gtk2 update does.
