Bug#870462: gdm3: Can't login with gdm3 - "VT_ACTIVATE failed: Operation not permitted"

Problem still exists in the latest update (gdm3 3.25.90.1-2). The symptoms
are the same as with the last version (3.24.2.3).
Attached is the X.org log file from my recent attempt with 3.25.90
(slightly different to the previous two logs), originally
named /var/lib/gdm3/.local/share/xorg/Xorg.1.log

Please let me know if there is any other relevant information I can
provide, or tests to perform.
