Bug#895508: evolution no quoting when repling to message

Package: evolution
Version: 3.28.1-1

After updating evolution to 3.28.1-1 in unstable branch yesterday  when
replying to a message the original message is not quoted anymore.

Reverting to evolution/testing 3.28.0-4 fixed this issue. It seems a recent
regression in 3.28.1.
