Hi,

I tried to reproduce this issue on my system having gnome-software
3.30.5-1 and packagekit 1.1.11-1 installed and wasn't able to.

I also invoked "pkcon get-packages" manually and it uses some CPU for
a few seconds but doesn't have any impact otherwise.

Can you do some more analysis to get to the root if this issue?
Also check if anything does a lot of I/O which could slow down your system
