Thank you for taking the time to report this bug. I am downgrading the
severity because so far the only place it's known to fail is
reproducible-builds.org. And if you look far enough back in the test
history, this version used to build successfully there too.

The tests do work on the Ubuntu builders which don't have external
Internet access (and I verified here by turning off my Internet while
test building).

So I don't know how to handle this bug. It doesn't feel like an
improvement to me if we now start ignoring test failures when the
tests do work in typical build environments.
