Bug#917364: libgudev: Add debian/docs to provide the NEWS and README files

Hi,
Ok, sorry for the noise. It seemed to me to be careful in setting the severity
to 'wishes' exactly for any reason (hidden to me) regarding progress in
packaging rules and tools. And so sure I agree that it is even better to improve
packaging tools than to mislead the packagers with those patches. My both feet
were too much in the user camp! :-)
Do you want me to close all those 'wishes'?
Would not proceeding with merge requests be more noisy for you in this case?
Having a look to those feeds that is not very clear to me what is going on (or
have to) in Debian for this. So finally are you forwarding me to consider the
following link?
https://salsa.debian.org/debian/debhelper/blob/master/CONTRIBUTING.rst
Sorry again and thanks,
Patrice
