seahorse fails to cross build from source, because it use the build
architecture pkg-config (via AC_PATH_PROG rather than AC_PATH_TOOL) and
thus fails to find relevant libraries. The attached patch fixes that.

Then it fails due to the general valac mess reported in #889920 and
#889925. Please just fix the pkg-config stuff here and close this bug.
