Bug#890533: gtk+3.0: huge upstream changelog in all binary packages

Source: gtk+3.0
Version: 3.22.28-1

Unlike in previous versions, the 3.22.28 tarball actually contains a
complete ChangeLog file generated from "git log", and
dh_installchangelogs duly installs it into every binary package,
occupying 6 × 3,826,531 bytes on my system.

Personally I think these changelogs are worthless in binary packages and
it would be better to install the NEWS file as the upstream changelog.
Alternatively, install this big changelog only in libgtk-3-common and
provide symlinks in the other binary packages, as it is already done for
the NEWS and README files.
