Bug#891451: gnome-settings-daemon: 3.27 regression: keyboard shortcuts don't work

After upgrading many GNOME components (notably including GNOME Shell
but not libgnome-desktop) to the 3.27.x versions from experimental,
shortcut keys like Windows+L (lock screen) and my user-defined
shortcuts for multimedia controls (play, stop, previous, next) no
longer work. Downgrading gnome-settings-daemon to 3.26.2-1 from unstable
and killing all gsd-* processes resolves this.

Pressing shortcut keys logs messages like this to the Journal (I think this
was Windows+L, media play and media stop):

Feb 25 17:09:22 espresso gsd-media-keys[3049]: Could not find accelerator for accel id 147
