Bug#886694: RM: gnome-speech -- RoM; unmaintained, uses libbonobo

Please remove gnome-speech from Debian.

It is unmaintained upstream since 2009 and uses the deprecated and
unmaintained libbonobo which we are trying to remove from Debian this
cycle.

I believe the last thing to use it was dasher but that hasn't been
really needed since dasher 5 Beta (which is in Stretch).

I also checked with the Debian Accessibility team before filing this bug.
