Bug#884174: Patch to split pango-view into a separate package

Dear maintainer,

The binary `pango-view' only exposes an architecture-independent CLI interface.
This makes it suitable to be split into a new package, libpango1.0-bin, which is
Multi-Arch: foreign.

The attached patch makes this split and also marks libpango1.0-dev Multi-Arch: same.

In the patch, I chose `libpango1.0-bin' to be the new package name. Please feel free to
change the name to something else, possibly `pango-view'.

Multi-arch support in libpango1.0-dev is needed for othe dependencies, such as
libgtk2.0-dev.

P.S.: I am unsure if the new package needs Breaks+Replaces against libpango1.0-dev.
Testing with piuparts didn't indicate this, so please check.
