The part of GNOME that manages windows is GNOME Shell. I'd guess this is a
bug in either GNOME Shell itself, or the Mutter window manager/compositor
library that it uses.

Are you using X11 or Wayland?

Do you have any GNOME Shell extensions enabled? (You can find out in the
Extensions tab of gnome-tweaks)

Are there any interesting warnings in the system log (systemd Journal
or /var/log/syslog) around the time that this hang occurs?
