encountered the same issue after recent packages bulk upgrade

reproducible with

$ rm -rf ~/.local/share/epiphany/ ~/.cache/epiphany/ ~/.config/epiphany/
$ epiphany https://duckduckgo.com

Ctrl-A and moving the content shows the correct page snapshot as originally described
