I've no idea how this impacts usage of a11y technologies by people who
need them.

Thanks for caring.

Given the timing (I added the moreinfo tag more than a year ago, no
actual user apart except those using a11y for automated testing
reported this problem, and this was reported because it affects the
Tails test suite, whose focus is going to switch to Buster very soon),
I say don't bother and feel free to drop it from the "Other packages
we might want to update in stretch" list.
