I believe this and https://bugs.debian.org/908369 are duplicates of
https://bugs.debian.org/908120 which we believe is a GTK 3.24 bug.

By the way, I think your test case isn't specific enough. It depends
on how you switch to the terminal window. On GNOME Wayland, I wasn't
able to reproduce with Alt+Tab or regular clicking on the window but I
could if I used the Activities Overview.
