Bug#908569: libgtk2.0-common: Themes are not being looked up in data dirs properly

Dear Maintainer, GTK2 does not look up themes in all defined data directories.

For example, theme in $HOME/.local/share/themes/ will be ignored by GTK2 apps despite 
this path being set in $XDG_DATA_HOME. Duplicating this path in $XDG_DATA_DIRS also
does not help.
